A report for Government called “Levelling up our Communities: proposals for a new social covenant* (Danny Kruger MP September 2020) has suggested that there needs to be new ways of liberating the capacity of our communities for action.

It suggests that Government should build on the voluntary spirit of the Covid-19 crisis to create a Volunteer Passport system that enables a quick transfer of volunteers between organisations without volunteers having to go through different recruitment processes.  The aim would be to match whatever “supply” of time people have to the “demand” for help.  It would also mean that volunteer passport holders be held on a list for emergencies or other activities where mobilisation of large numbers is required.

How do you think a system like this could work in Northern Ireland?  What would be the benefits?  What would be the challenges to making it work?
